2Capacity reconciliation
This record has a basis problem that matters commercially, and unusually it can be resolved from the reporting itself.
Figure 1Delivery stage as of 22 October 2026. The MoU with the Andhra Pradesh Economic Development Board is signed and the investment is stated publicly, but no groundbreaking, land-allotment confirmation or construction start has been reported.Figure 21,000 MW is described in reporting as electricity consumption at full operation, which is a facility load rather than IT load. Dividing by a typical PUE of 1.45 to 1.5 gives roughly 670 to 700 MW of usable IT capacity — a difference of about a third, and one that changes every equipment quantity downstream.
Gridvik read — label the basis
Quote 1,000 MW as announced facility or grid consumption, not as IT load. If you need IT load for sizing, use 670–700 MW derived and say it is derived.
This is the mirror image of the usual error. Most Indian records quote an IT figure and treat it as grid load; this one quotes a consumption figure and would overstate compute if read as IT.
3Site and build
Land
400 acres at Visakhapatnam, Andhra Pradesh
Campus
Single AI-native campus, described as modular and future-ready so that processor generations can be deployed without rebuilding halls
Workload design
High-density GPU, TPU and next-generation accelerator racks. Purpose-built for AI and cloud workloads
Power draw at full operation
Reported as approximately 50% of Mumbai's annual electricity consumption
Structure
Reliance builds and operates; the campus is paired with Reliance's Jamnagar cluster, PRJ-003, described by reporting as a twin arrangement
Design detail
Rack count, kW per rack, PUE target, redundancy tier and data-hall count are not published
4Engineering
More engineering intent is published here than on most Indian records at this stage — but it is intent, not specification.
Cooling
Direct-to-chip liquid cooling is named explicitly, on the stated basis that AI servers generate heat loads that air cooling cannot handle. Server halls will use a mix of liquid and air, with water-cooled chillers to reduce energy use
Water
Dedicated water connectivity, with on-site treatment plants to recycle water and meet environmental norms
Redundancy
Reported as robust substations, redundant power feeds and high-density racks — no tier classification published
Backup generation
CPCB-compliant generators for emergency duty, as required by Andhra Pradesh state policy for sanctioned data-centre plans
Energy
6 GWp dedicated solar with battery energy storage, integrated with the campus. Reporting notes this would more than double Andhra Pradesh's current ground-mounted solar capacity
Connectivity
Multiple fibre paths backed by Reliance's Jio network
What is missing
No PUE target, no rack density figure, no floor loading, no tiers, no data-hall count, and no published equipment vendors
5Partners and operator
Digital Connexion
Joint venture of Reliance Industries, Brookfield Corporation and US-based Digital Realty
Reliance Industries
Indian industrial group. Also developing the paired Jamnagar cluster (PRJ-003) and holds Nvidia Blackwell processor allocations announced in October 2024
Brookfield
Canadian asset manager — capital partner, reported to have committed ₹1.08 lakh crore of Andhra Pradesh investment across the summit announcements
Digital Realty
US data-centre real estate investment trust — design, build and operating standards
State counterpart
Andhra Pradesh Economic Development Board (MoU signed 26 November 2025 at the CII Partnership Summit)
Why the partner set matters
Three balance sheets and an existing operator platform mean this project is unlikely to stall on capital. The binding constraints are land, power and water, not funding
6Timeline
Reliance secures Nvidia Blackwell processors — the compute commitment that precedes a build of this scale.
Digital Connexion signs an MoU with the Andhra Pradesh Economic Development Board at the CII Partnership Summit in Visakhapatnam, for US$11 bn and 1 GW on 400 acres by 2030.
State confirms that investments announced at the summit are intended to be executed within three and a half to four years, not held as aspirational targets.
Phased delivery. No groundbreaking, land-transfer confirmation or construction start reported as of 22 October 2026.
Full 1 GW target.
7Procurement
Read this before the table
This project is at MoU stage, so the procurement window is long-dated and the estimate error is wide. Everything here is derived from stated capacity and disclosed design intent. Nothing is sourced from a tender.
Procurement window and scope
Gridvik assessment · 22 Oct 2026
Order window
+18 to +42 months. At MoU stage with a 2030 completion target and no construction start, the specification-influence window is open now and equipment awards are realistically 2028 into 2029. The commercially useful action today is design-stage engagement, not a sales call about a PO.
Procurement heat
Medium. Funded and credible, but pre-construction. A vendor should be positioning, not forecasting revenue from it this year.
DG / gensets (indicative)
At 1,000 MW facility consumption and N+1 redundancy, full build implies roughly 750–900 gensets of 2,000–2,250 kVA class. CPCB IV+ compliance is stated as a requirement, which narrows the qualifying vendor list — a meaningful filter for anyone selling into it.
UPS (indicative)
Not derivable beyond scale. Redundant power feeds and high-density racks are stated; module quantities are not.
Cooling (indicative)
This is the sharpest opening on the record. Direct-to-chip liquid cooling plus water-cooled chillers plus on-site water treatment is an unusual and specific combination in India. CDUs, coolant distribution, water treatment and seawater-class heat rejection are all in scope.
Categories in scope
DG and gensets to CPCB IV+ · UPS · HV/MV switchgear · substations · PDUs and busway · water-cooled chillers · CDUs and liquid cooling distribution · water connectivity and on-site treatment · racking and containment · structured cabling · fire detection and suppression · BMS/DCIM · solar and BESS integration · fibre

What is derived
The procurement section, and the IT-load figure in Figure 2
IT-load derivation
1,000 MW stated consumption divided by PUE 1.45–1.5 gives approximately 670–700 MW. This is Gridvik's derivation, not an operator statement
Additivity rule
Flagged unknown for additivity. It is a separate JV project from Google's hub, but the state-level programme figures that appear alongside it may overlap. Do not add this to PRJ-001, PRJ-059 or the Andhra Pradesh state ambition without reconciliation
Conflict rule
Where the state and the company describe the same commitment differently, both versions are retained
9Energy and water
For a 1 GW campus, power and water are the binding constraints, and this record publishes more on both than most Indian projects do.
What is actually committed
Power: a 6 GWp dedicated solar project with battery energy storage, developed by Reliance in Andhra Pradesh and integrated with the campus. At six times the site's stated draw, the surplus is headroom for losses, expansion and export rather than a claim of fully on-site generation.
Water: dedicated water connectivity with on-site treatment and recycling — the practical answer to cooling a gigawatt-scale campus in a water-stressed district.
What is not public: the grid interconnection point, voltage level, open-access terms, tariff, and the split between on-site storage and grid draw during peak.
These gaps are normal at MoU stage but they are the questions that determine whether a 2030 date is achievable.
10Limits, conflicts and open questions
Status
MoU only. No groundbreaking, no land-transfer confirmation, no environmental clearance located, and no construction start reported
Capacity basis
1,000 MW is described as consumption at full operation. Whether that is a grid connection figure, a facility design figure, or both, is not stated
Phasing
Phased delivery is stated but the sequence, phase sizes and dates are not published
Design
No rack count, density, PUE target, redundancy tier or data-hall count
EPC
No construction partner, EPC contractor or MEP contractor named
Anchor tenants
No named tenant. The campus is described as serving hyperscalers and enterprises
Relationship to Google
Both are 1 GW-scale Visakhapatnam commitments. Reporting says this aims to outpace Google's cluster. The two are separate projects and must never be summed into a single city figure without a label
What we will not claim
No construction status, no equipment brands, and no view on whether the 2030 date holds
