On 17 January 2024, at the World Economic Forum in Davos, Adani Enterprises and the Government of Maharashtra signed a memorandum of understanding for 1 GW of hyperscale data-centre infrastructure at ₹50,000 crore over ten years, to be located in Mumbai or Navi Mumbai and Pune, powered by renewable energy. It is the largest single data-centre commitment ever made in Maharashtra. As of October 2026, more than two and a half years later, no specific site, phase allocation or construction activity has been publicly identified.

Record ID
PRJ-005 — Gridvik India Data Centre Registry
Project name
Adani Maharashtra Hyperscale Data Centre MoU
Counterparties
Adani Enterprises Limited (flagship of the Adani Group) and the Government of Maharashtra
Location
Mumbai or Navi Mumbai, and Pune — the release names all three as candidate locations without allocating capacity between them
State
Maharashtra
Record type
MoU programme — a state-level commitment, not a site record
Status
MoU only. Signed 17 January 2024. No site, land allotment, phase split or construction start identified as of 22 October 2026
Capacity
1,000 MW programme target. No site-level IT-versus-gross basis and no phase allocation disclosed
Investment
₹50,000 crore over ten years
Power
Renewable energy. Adani intends to make deemed distribution investments to power the infrastructure
Stated impact
20,000 direct and indirect jobs, as claimed in the announcement
Gridvik tier
C — programme record. Commercially useful as an indicator of intent; not usable as a lead, because there is no site to sell into

2What a MoU is worth — an honest assessment

This record matters, and it is also the clearest illustration in the registry of why commitments must be separated from projects.

Figure 1Delivery stage. Only two of five stages are evidenced. The MoU itself is genuine and signed at head-of-government level, but a site-level record cannot be created from it.
How to read the commitment
What was signedWhat it does and does not mean
A memorandum of understandingAn expression of intent between a company and a state government. It is not a contract, it does not allocate land, and it does not guarantee investment
A capacity figure of 1 GWA programme target over ten years. It is not a site, not a phase and not a building
Three named citiesThe release says Mumbai or Navi Mumbai, and Pune. This is a candidate list, not a decision
₹50,000 crore over 10 yearsAn average of ₹5,000 crore a year across the programme — but no annual schedule or funding structure has been published
20,000 jobsA projection in the announcement, not a measured outcome
Gridvik read — the three-month test

A signed MoU becomes a credible project when three things appear: a named site, a land allotment or purchase, and a phase one capacity figure. None has appeared in the thirty-three months since signing.

That is not a criticism of Adani — large programmes routinely sit dormant while land and power are assembled, and the group has since announced far larger national ambitions. It is simply the difference between a pipeline item and a press release.

3Scope and locations

1,000 MWAdani MoU programme (this record)MoU~700 MWCtrlS Navi Mumbai campusannounced400 MWSTT GDC Palava campusplannedA state-level MoU is an intention, not a site. Maharashtra's largest single commitment still has no fixed location or phase allocation.
Figure 2Scale in context. The Adani MoU is larger than any individual Maharashtra campus currently announced, including CtrlS Navi Mumbai at roughly 700 MW and STT's Palava campus at around 400 MW planned. Unlike those, it has no site attached.
Named locations
Mumbai or Navi Mumbai, and Pune. The original release lists all three without committing to any of them
Capacity allocation
No split between cities, and no phase breakdown
Site
Not identified. No land parcel, plot number or district-level location has been disclosed
Land status
No allotment, purchase or lease reported
Phase 1
No first-phase capacity figure published — which is the single most important missing number
Why the location matters commercially
Mumbai, Navi Mumbai and Pune are different grid jurisdictions with different tariffs, water availability and approval paths. Until the site is known, no equipment estimate can be more than a range

4Power strategy — the underappreciated part

One line in the announcement is more commercially significant than the capacity figure, and it is usually ignored.

Deemed distribution investments

Adani stated its intention to make deemed distribution investments to power the 1 GW of hyperscale infrastructure. In practice that means the group is prepared to invest in the electricity distribution side — not just the data centre — to guarantee supply.

This is a structural advantage most data-centre developers do not have. Adani Electricity Mumbai supplied roughly 38% of Mumbai's electricity in 2023, with a stated path to 60% by 2027.

For a vendor, the implication is that power availability is unlikely to be the constraint on this project. Land, approvals and tenant demand are the likely gating factors.

Renewable energy is named as the supply basis, consistent with the group's integrated energy position.

5Relationship to AdaniConneX and the wider programme

This MoU does not sit alone, and the relationships are where most double-counting happens.

AdaniConneX
A 50:50 joint venture between Adani Enterprises and EdgeConneX, and the group's actual data-centre platform. Separately recorded as a national 1 GW platform (PRJ-009)
The double-count risk
Both the AdaniConneX national platform and this Maharashtra MoU are described as 1 GW. The relationship between them is unresolved. They must never be added together to produce 2 GW
AdaniConneX financing
Recorded separately as PRJ-006 — a US$1.44 bn sustainability-linked construction facility. That financing funds specific Pune and Hyderabad assets, which may or may not relate to this MoU
National ambition
In September 2026 the group committed to US$100 bn of direct investment in green-energy-powered AI-ready data-centre capacity by 2035, building on AdaniConneX's 2 GW national platform and the Google partnership. This Maharashtra MoU is a component of a much larger stated programme
Enterprise context
The group's stated ambitions have grown considerably since January 2024. That makes the absence of a site for this MoU less alarming and more ordinary
How to treat it
As an indicator of where Adani intends to build in Maharashtra, not as a project with a schedule

6Timeline

  • Adani Enterprises and the Government of Maharashtra sign the MoU at the World Economic Forum in Davos, in the presence of Chief Minister Eknath Shinde and Gautam Adani. 1 GW, ₹50,000 crore, ten years, renewable powered, 20,000 jobs claimed.
  • On the same day the group announces a separate ₹5,000 crore, 100 MW data centre in Telangana — ₹62,400 crore across the two states
  • Site identification, land allotment, phase one capacity, environmental clearance, or construction start.
  • Thirty-three months after signing, no site-level evidence has been publicly identified. Status unchanged in the Gridvik registry.

7What it means commercially — and what it does not

Straight answer for a vendor

You cannot sell into this record today. There is no site, no specification, no buyer of record for equipment and no timeline. A vendor forecasting revenue from this MoU is forecasting from a press release.

What you can do is watch it. The transition from MoU to project will be visible in three public signals: a district-level land announcement, an environmental clearance filing, or a phase-one capacity figure. Any one of those converts this record from Tier C to Tier A within a week.

Where the actual Maharashtra opportunity sits today is in the named sites that do have phases and dates — CtrlS Navi Mumbai, STT Palava, PDG MU1 and MU2, NTT NAV2, Iron Mountain MUM-3, Colt Mumbai 3 and L&T Vyoma. Those are sellable now. This record is not.

Is a procurement window estimable?
No. Without a site or a phase one figure, no order window can be derived that would survive contact with reality
Is it a lead?
No
Is it worth tracking?
Yes — because if any part of it proceeds, the group's distribution investment capability makes it unusually likely to be built once started
What would change the grade
A named site, a land allotment, an environmental clearance, or a phase-one MW figure. Any one of these
Who to approach meanwhile
AdaniConneX, the group's data-centre platform — it is the entity with live projects, an approved vendor list and a financed construction programme

8Assumptions and method

What is sourced
The MoU, its date, counterparties, capacity, investment, named cities, power intention, job claim
What is derived
The assessment in the commercial section, and the contextual figures in Figure 2
Additivity rule
Unknown. This is a state-level programme figure. It must not be added to the AdaniConneX national 1 GW platform (PRJ-009), to the Telangana 100 MW announcement, or to any AdaniConneX site record
Record classification
Held as an MoU programme record. It is displayed in the registry for completeness and is excluded from any counted capacity total
Conflict rule
Where the release describes locations as 'Mumbai or Navi Mumbai and Pune', Gridvik retains that ambiguity rather than resolving it to a single city

9Limits, conflicts and open questions

The central gap
No site. No phase. No construction. Thirty-three months after signing
Location ambiguity
Mumbai, Navi Mumbai and Pune are all named as candidates. The phrase 'Mumbai or Navi Mumbai and Pune' does not establish which
Capacity basis
Unstated — IT load, gross facility power or grid connection
Relationship to AdaniConneX
Unresolved. Two separate 1 GW figures exist in the same group and must not be combined
Power specifics
Deemed distribution investment is stated as an intention. No interconnection point, voltage, tariff or renewable capacity is published
Approvals
No environmental clearance, land-use change or state incentive agreement published
What we will not claim
No site, no schedule, no cost schedule, no equipment scope and no view on whether any part of the 1 GW will be built in Maharashtra
