STT GDC Palava 5 is 60.5 MW, identical to Palava 4, and it is the only card on the campus the operator labels under development. Two buildings with the same non-round capacity is what a standardised design looks like from outside: one set of drawings, built twice. Together they will hold 121 MW — 91% of the company’s entire current Mumbai portfolio — on a campus designed for 400 MW, of which 229 MW still has no building name. No dates, no basis, no rack count, no PUE.
1At a glance
2Two identical buildings
A capacity that repeats to the decimal across two buildings is the strongest public evidence of how this campus is being built.
| Signal | Reading |
|---|---|
| Same capacity to 0.1 MW | one design, built twice — standardised halls |
| Same campus, same site | shared substation, shared cooling plant, shared security perimeter |
| Non-round figure | an equipment sum, not a marketing target |
| One marked under development, one not | a two-building sequence, not a simultaneous build |
| No dates on either | the schedule is the missing half of the story |
| No basis on either | the 60.5 MW may be IT or gross, and the gap is a third of the building |
Standardisation is how hyperscale capacity is delivered at this size: one design, one supply chain, one commissioning procedure, repeated. It is faster and cheaper per megawatt than bespoke, and it is the reason a campus can go from groundbreaking to 121 MW in a few years.
It also means the pair will succeed or fail together. Shared plant is efficient, and it is also shared risk.
3What the pairs tell you about the build
This batch contains three matched or near-matched pairs. Reading them together is more informative than reading any one card.
| Pair | Capacity | What it tells you |
|---|---|---|
| Palava 4 and 5 | 60.5 + 60.5 MW | a single design built twice on a new campus |
| Navi Mumbai 2 and 3 | 49 + 42 MW | two generations on one node, close but not identical |
| CtrlS Mumbai DC 4 and DC 5 | 36.8 + 32 MW | a large building and its smaller successor |
| CtrlS Mumbai DC 1 and DC 2 | 40 MW combined | two old buildings published as one card — see PRJ-095 |
| Palava 1 against Navi Mumbai 2 | 50 against 49 MW | the new phase is 1 MW bigger than the flagship |
The pattern is a market standardising. Early Indian data centres were bespoke buildings of odd sizes. The current generation is a repeated module of 50 to 60 MW, which is a direct consequence of how much power a substation can deliver and how much cooling plant fits on a plot.
That standardisation is the most useful thing a buyer can learn from these cards, and no operator states it. It is only visible when you put the numbers side by side.
4The zero that keeps appearing
Every building on this page — 121 MW of Palava, 36 MW under construction at Navi Mumbai, 14 MW of city capacity — is counted at zero in this registry’s state totals.
| Group | MW published | MW counted | Why |
|---|---|---|---|
| STT current Mumbai portfolio | 133 | 0 | flagged non-additive against its own aggregate |
| STT Navi Mumbai 4 | 36 | 0 | under development, aggregate inclusion unresolved |
| STT Palava 1, 4 and 5 | 171 | 0 | inside the 400 MW campus aggregate |
| STT Palava campus claim | 400 | 0 | design capacity, not built |
| CtrlS Mumbai DC 1 to DC 5 | 118.8 | 0 | inside the 700 MW campus claim |
| CtrlS Kolkata DC 1 | 16 | 0 | inside the 60 MW Kolkata campus claim |
The rule that stops double counting — never add a child to its parent — is correct on its own terms. Applied to operators who publish a campus ceiling and then individual buildings, it produces a state total that excludes almost everything operating.
This is recorded on the pages rather than buried, because it is the single biggest known defect in this registry and the fix is a data-model decision rather than new research: count the facility, hold the campus as a ceiling.
Maharashtra publishes 88 records and counts 786.4 MW. Several of the largest operating buildings in the state are inside that 786.4 and several are not, and the difference is a flag rather than a fact.
Until the flag is fixed, quote facility records with their operators named, not just the state total.

6Limits and open questions
- No dates. Under development with no start or completion date.
- No basis, racks, floor area or PUE. The 60.5 MW is unlabelled.
- Standardisation is inferred from identical capacities, not stated by the operator.
- Shared plant is assumed from a shared campus, which matters for resilience and is unverified.
- 229 MW of the campus remains unnamed.
- What would close it. A commissioning sequence for the three named buildings.
